Short answer

To apply for a German student visa in Ghana, you apply online first. The German Embassy in Accra takes applications through its Consular Service Portal (the Federal Foreign Office's online visa site), where you fill in the form and upload your documents. After the embassy checks them, you get a link to book your appointment at the visa section.
